Will Rogers said “… Congress – every time they make a joke it’s a law.  And every time they make a law it’s a joke.”

And

“Papers say:   Congress is deadlocked and can’t act.  I think that is the greatest blessing that could befall this country.”

Well, the 140 day regular session of the Texas Legislature is over.  All things considered, its brevity may be its greatest excellence.
